Never seen this before, I think it is maybe a kind of meeting point? But at a parking lot? I can imagine all kind of scenarios' by that....
My guess, it may designate an assembly point in the event the building has to be evacuated.

We have the same sign in Switzerland, so it's probably a European-wide standard?
